Purpose Statement
The job of Chief Financial Officer is done for the purpose/s of advising the superintendent and school board on the financial and budget matters of the district, and administering the finances in compliance with federal, state, and local laws; directs all business/finance functions including accounting, budgeting, grants management, payroll, purchasing, risk management, and warehouse; acts as the District's liaison at statewide school finance committees; responsible for selected monitoring reports in support of Superintendents'; and performs long and short-range planning, oversees special projects and provides analyses to support bond and mill levy elections.

 

Essential Functions

• Attends and presents at Board of Trustee meetings for the purpose of serving as a resource.
• Compiles data from a wide variety of sources (e.g. staff, public agencies, etc.) for the purpose of analyzing issues, ensuring compliance with organization policies and procedures, and/or monitoring program components.
• Coordinates and represents the business department with other departments, schools, elected officials and outside agencies for the purpose of explaining and interpreting district programs, policies, and activities in order to resolve sensitive, significant, and controversial issues.
• Designs, implements, and monitors School Board and/or Superintendent assigned large-scale projects across divisions/districts on a quarterly basis for the purpose of completing needed school improvements in a timely manner to fulfill the strategic plan.
• Directs the preparation of the Annual Budget and the Comprehensive Annual Financial Report for the purpose of maintaining current knowledge of State and Federal Laws governing the control and distribution of school district finances.
• Maintains strict (or complete) confidentiality on personnel and student issues (e.g. personnel records, medical records, surveillance videos and images, student data, confidential communication, etc.) for the purpose of protecting personal information for staff and students.
• Manage banking relationships and direct the receipt and management of investment of District Funds for the purpose of ensuring proper and maximum returns.
• Manage the development and implementation of goals, objectives, policies, practices, and priorities for the purpose of aligning to the District's strategic plan, and in compliance with relevant policies, laws, and protocols.
• Monitors and evaluates the efficiency and effectiveness of business department service delivery methods and procedures (e.g. assessing workload, administrative and support systems, internal reporting, etc.) for the purpose of identifying and implementing areas of improvement and changes.
• Participates in the planning, development, and implementation of budgets and finances (e.g. capital budgets, debt management, monitoring reports, etc.) for the purpose of district operations are within budgets in accordance with fiscal practices.
• Provides effective management of the assets of the district for the purpose of promoting internal controls and ensuring proper insurance coverage.
• Responds to issues involving staff, conflicts in policies and regulations, and community concerns, that may result in some negative impact and/or liability if not appropriately addressed for the purpose of identifying the relevant issues and recommending or implementing a plan of action that will efficiently resolve the issue.
• Reviews pertinent legislation and aligns District compliance with rules, regulations, and laws for the purpose of ensuring timely and accurate reporting dates to Federal and State.
• Serve as a member of the Superintendent Cabinet and advisor for the purpose of meeting short-term and long-term financial objectives and policies.
• Serves and leads on district committees (e.g. Board Budget, etc.) for the purpose of identifying issues, developing recommendations, and providing information.
• Supervise, coach, develop, and evaluates activities of employees performing business/financial functions (e.g. financial reporting, accounting, billing, payroll, budgeting, other administrative duties, etc.) for the purpose of working with employees to correct deficiencies, and implement discipline and termination.

• Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Education

Bachelor's degree in Accounting, Finance, Business Administration, etc. 

 

Minimum of five years experience in Accounting, Finance, Business Administration, etc
